What Is the Canadian Dental Care Plan?
The Canadian Dental Care Plan (CDCP) is a federal program that helps eligible Canadian residents pay for dental care. It is run by Health Canada and administered by Sun Life. The plan is designed for people who do not have access to private dental insurance and who fall under a set income level.
As of the 2026 to 2027 benefit year, applications are open to all eligible residents of any age. You may qualify if you meet all four of these requirements:
- You do not have access to private dental insurance (through work, a pension, a professional group, or a plan you bought yourself).
- Your adjusted family net income is less than $90,000 per year.
- You are a Canadian resident for tax purposes.
- You and your spouse or common-law partner filed a tax return for the previous year.
Having dental coverage through a provincial, territorial, or other government program does not automatically disqualify you. In those cases the CDCP coordinates with the other plan instead of replacing it.

First, the CDCP pays based on its own fee guide, which can be lower than a provincial fee guide, so there may be a small extra cost even when the plan covers “100%.” Second, some treatments need preauthorization (approval before the work is done). Apply through your My Service Canada Account, online at Canada.ca, or by phone at 1-833-537-4342. Once you are approved, Sun Life mails you a welcome package and a member card with your coverage start date. You cannot use your benefits before that start date.

Step 3: We check what is covered.
Before your treatment, our team reviews your plan to confirm which services are covered and whether any preauthorization is needed. We will tell you your expected out-of-pocket cost in advance.
Step 4: We bill the plan directly.
For most covered visits, we submit the claim to Sun Life for you. You only pay your share, if any, based on your income level.
Step 5: Renew every year.
Your CDCP coverage is not automatic forever. You must reconfirm each year that you still have no access to private dental insurance. Renew before your coverage period ends so your benefits do not lapse. We are happy to remind you at your visits.
